WebJan 24, 2024 · Background Intelligent Service (BITS) always going into stopped state on Server 2016. This is the normal and expected behavior. In Server 2016, BITS service is initially in the Manual state. It goes to the Automatic (Delayed start) when a BITS job is created. I noticed this service is a delayed start and it may be normal for the service to stop if no updates from WSUS etc.. the problem is, I'd expect all servers to have the same issue, but I do not. Or at least my server manager has not alerted me to the issue on other servers in my environment.
